Site plan and variance request - CVS

NOTICE OF PUBLIC HEARING
BOROUGH OF EDGEWATER PLANNING BOARD

PLEASE TAKE NOTICE, that on Monday, March 22, 2010, at 7:00 p.m. at the Borough of Edgewater Municipal Building, located at 916 River Road, Edgewater, New Jersey, the applicant, New Jersey CVS Pharmacy, LLC, will appear before the Borough of Edgewater Planning Board for a public hearing concerning its application for preliminary and final major site plan and bulk variance approval to install exterior and interior signage for a CVS Pharmacy under construction on property designated at Block 99, Lot 1.08 on the Borough's tax maps (the "Property"). The Property is located along River Road and was formerly a part of a larger parcel designated as Block 99, Lots 1, 3, 4 and 5, which was the subject of redevelopment pursuant to Planning Board resolution no. 1-28-08-01 dated January 28, 2008. The Property is located in the "SWR" Southern Waterfront Redevelopment zone.

The applicant is proposing to install the following signage on the walls of the building: On the front elevation (facing east), the applicant shall install a 75.18 s.f. "CVS/pharmacy" sign and a small 2.5 s.f. informational sign. On the left side elevation (facing south), the applicant is proposing to install a vinyl awning over the proposed drive-thru window, which shall have a 0.78 s.f. "Exit" sign and two 2.0 s.f. "Drive-Thru/pharmacy" signs. On the right side elevation (facing north), the applicant is proposing a 75.18 s.f. "CVS/pharmacy" sign. On the rear elevation (facing west), the applicant shall install a 75.18 s.f. "CVS/pharmacy" sign, a 3.0 s.f. "Receiving Entrance" sign, a 12.0 s.f. drive-thru informational sign, and vinyl awning signs, consisting of a 0.82 s.f. "Pharmacy Pick-up/"Drop-off" sign, a 2.58 s.f. "Full Service Sign" and a 2.0 s.f. "Drive-Thru/pharmacy" sign.

On the Property itself, the applicant is proposing a 37.4 s.f. double-sided internally illuminated monument sign to be located at the entrance of the shopping center on River Road. The applicant is also proposing three 3.1 s.f. ground directional signs. Inside of the building, in the window above the door, the applicant is also proposing to install a 7.63 s.f. double sided interior transom sign on the right side elevation above the main entrance to the building. The transom sign shall state "Expect Something Extra" on the front and "Thank You" on the back. Only the four larger "CVS/pharmacy" signs and the interior transom sign will be internally illuminated. Additionally, the applicant is proposing to attach a 12 s.f. temporary "CVS/pharmacy Now Open" banner to the rear elevation, which will be removed within thirty days of opening of the store.

In connection with the foregoing, the applicant shall seek bulk variances pursuant to N.J.S.A. 40:55D-70(c) from the 2006 Redevelopment Plan (the "Plan"). Subsection F of the Plan governs signage in the SWR zone. The applicant shall seek bulk variances from the requirements of the Plan as follows: (i) to permit a 37.4 s.f. double-sided monument sign dedicated to the CVS Pharmacy use, where the Plan limits monuments signs to identification of the development only and 32 square feet in area; (ii) to permit the 12 wall signs described in detail above (which have a total square footage of 253.22 s.f.), where the Plan limits each commercial use to one wall sign and further limits the square footage of all wall signs to less than 10 percent of the square footage of the front fa?ade or in this case 212 s.f.; (iii) to permit the four larger "CVS/pharmacy" wall signs to be 36" in height, where the Plan limits the vertical height and maximum letter size of wall signs to 24"; (iv) to permit signage with 7" lettering to be located on a 5'8" high vinyl awning as described above, where the Plan limits lettering on awnings to 6" in height and the awning height to 5 feet; and (v) to permit the interior transom sign described above, where the Plan limits window signs to professional organizations, credit associations, licenses advertisements referable to sales within the building. The applicant will also apply for any other variances, exceptions and/or waivers that may be required upon an analysis of the plans and the testimony at the public hearing.

A copy of the applications and supporting documentation are on file in the office of the Edgewater Planning Board at the Edgewater Municipal Building, 916 River Road, Edgewater, New Jersey and may be inspected during normal business hours, Monday through Friday, except holidays. This notice is given pursuant to N.J.S.A. 40:55D-1 et seq. All interested persons may attend and be heard at the aforesaid hearing.
