This is a non-existent domain. If you want to write to the mayor, it's nancym@edgewaternj.org; however, she doesn't use a computer and will probably never read it.

There is a council meeting this Monday at 7:00 p.m. You and your neighbors can each speak for five minutes near the beginning of the meeting. Expect blank looks from the mayor, followed by the comment that the council has no control over the Board of Adjustments. No control, other than she appoints all the board members.

Oops. Have been reminded that the council appoints the BoA. The mayor votes when there is a tie.

That's definitely what the Mayor said at a meeting of the Mayor and Council. The Borough Clerk apparently does, however, and we have received e-mails from her that said she was writing at the Mayor's instruction and in response to e-mail sent to the Mayor. Having been at the December, 2009 Board of Adjustment where the project near the EVG school was first being discussed, lack of sunlight is the least of your problems. All access to the two buildings will be from Winterburn Place -right next to school and on the same dead end street that the teachers use to access the parking lot, parents pick up their children from after school programs, deliveries to the school are made, etc, etc.

The impact of 32 new residential units on this street (cars, moving vans, delivery trucks, etc.) will be monumental. A suggestion was made that the town could invoke its right to take the sidewalk on the north side of the street and then the road could be widened to 24 feet all the way down and the developer would pay for it. But the attorney for the Board said that an engineer would have to take a look at it and perhaps he would suggest that 2feet should be taken from both sides of the street - cutting 2 feet from the sidewalk on the school's side. Also, having come out of Winterburn many times when my children attended EVG, I am also very concerned about the visibility at the Undercliff Avenue/Winterburn intersection. Right now the intersection is poor. This is the site where one of our school crossing guards was hit by a car. I can image what it will be with 32 more housing units on it. Of course the architect says that the impact will be not that great because "those people" do not have as many cars. (The buildings are scheduled to be COAH units. However, since this site was not on the town's COAH report to the State, I have been advised that the board cannot hold the developer to having the units be COAH.)

The plans calls for permission to build the buildings - on every side - closer than the town's zoning calls for (20' - 25' set backs to 4' - 6'). Traffic wise, this does not allow for any turn around for delivery trucks, etc. They would not be able to pull off the road for delivery and would have to turn around on the street. (Does the EVG parking lot look like a logical place to turn around for a truck making a delivery - hummm?).

The 14 parking spaces that would be created on the north side of the street would actually be private property but the developer's attorney indicated that the teachers could use them if they were empty. He admitted that they have no way to control who parks there so, although they are already short parking spaces, 14 of them would not be able to be controlled for use by the residents of the project. Building #2 (the one with the house on it across Winterburn from the school), will get its parking by using the garage and then tandem parking (parking outside the garage). We all know how well this works in neighborhoods. Doesn't everyone park in and in front of their garages so they have to jockey cars around in the morning. But in this case they have those 14 spaces they can use. So much for the school having access to them. Another issue not addressed is that suddenly tenants have to pay for their parking spaces. Wouldn't it be just as easy to park on the safe streets of Edgewater and pay nothing? That can't be enforced either.

The questions go on and on but the attorney for the developer advised that on the meeting on January 6, 2010, he will have his planner and traffic expert there to testify.

I might be a good idea to have as many concerned citizens there to listen and maybe ask a few questions.

But, that being said, don't be surprise if the matter is not heard that night. It is the reorganization meeting and a lot more things will be going on then.

F.Y.I. The Edgewater Building Department has advised that the application for 774 River Road (by EVG School) has been adjourned. Crown Village Condominium Association has hired an attorney in opposition to the project. (John A. Daniels, Esq. - Guttenberg, NJ) and he has asked for an adjournment.

As of today's date there is no traffic report or planner report from the applicant. The applicant's attorney advised at the last meeting that these would be his two experts who would testify at the January 6th meeting.

And the beat goes on.
