Quanta Update 5/22/07

As always, the content of the attached document has neither been reviewed nor approved by USEPA.

There is a new format to the update information. The report no longer includes completed processes. Please note: due to unforeseen events or unexpected delays, future dates could be modified.

Upcoming Quanta activities (also includes areas at Unilever, and on the west side of River Road by Jono's):

Surveyors will be on-Site May 31st and June 1st

Drilling, soil and groundwater sampling will be conducted June 4 -7

While on the Quanta property, the contractors will likely be wearing respirators (i.e. particle filters). This is a requirement as sampling will take place in areas of high arsenic. Dust will likely be generated in the immediate area. As discussed by EPA and NJDEP at past community briefings, this protection is specific to the location of the workers given their higher exposure to potential contaminants at this site and the many other sites they work on from day to day there is no cause for alarm by folks who may be standing at/near the fence line. (Think of radiologists - they wear tags to measure their exposure, and leave the room when the xrays are taken.)

Concern was raised this month in regard to the demolition of buildings on the Unilever property. Buildings were tested for asbestos. Those areas that contained asbestos, had the asbestos removed before demolition. The foundation has not been removed. The removal of the foundation requires further approval by NJDEP.

Those that want updates concerning Unilever, specifically as it relates to borough hall, should contact me for information. Although the area can be impacted from the Quanta site, the location of the borough hall is outside of the current area identified as Quanta.

Attached please find a letter from the EPA to John Candelmo regarding Jono's. While the EPA does not object to reopening the restaurant, it's conditional on the following:
My understanding is that, based on this letter, you will issue a certificate of occupancy for the restaurant. I need to emphasize that excavations or any other subsurface disturbance could result in exposures to site contaminants, and these activities need to be avoided by the occupant and the property owner unless performed by properly trained workers.

It bothers me that a choice was made to emphasize a statement from a letter written by the EPA on May 14, 2007, and neglected to include the information that "no new excavations or other contact with the subsurface soils are contemplated."

It is undeniable that most posters have not downloaded the included attached document and are being mislead by reading the partial information contained in the post. For whatever reason, readers are choosing to utilize partial information, rather than the whole picture. Perhaps this post will encourage others to download the letter and decide for themselves.

The owner of the restaurant has been cooperative with all the agencies and has not tried to undermine any of the processes.
